Snohomish County, situated in northwest Washington State with its county seat in Everett, operates a multi-tiered court system that generates a wide range of public legal documents. The county’s judicial structure includes the Superior Court, which handles felonies, major civil disputes, family law, and probate matters; the District Court, which presides over misdemeanors and civil claims up to $100,000; the Juvenile Court at the Denney Juvenile Justice Center; and several municipal courts serving cities such as Edmonds, Everett, Lynnwood, Marysville, and Monroe. Each of these courts produces records that individuals may need for background screening, legal proceedings, genealogical research, or personal verification.
Residents and members of the public seeking Snohomish County court records can begin by identifying the court and office responsible for the case type in question. Washington State maintains a centralized courts website, and WashingtonStateCourts.us may help users locate publicly available case information statewide. Beyond that, the Snohomish County Clerk’s Office, the District Court Clerk, the Snohomish County Auditor’s Recording Division, and individual municipal courts each maintain specific categories of records. Online tools such as the Odyssey Portal, the statewide case search, and the county’s recorded-documents database supplement in-person and mail-based access methods described in the sections below.

Are Court Records Public in Snohomish County?
Washington State strongly favors transparency in its court system. Two primary legal frameworks govern public access to Snohomish County court records.
General Rule 31 (GR 31). Adopted by the Washington Supreme Court, GR 31 establishes that the public has access to all court records unless restricted by federal law, state law, court rule, court order, or case law. Viewing records at the courthouse is free. Parties filing documents must redact personal identifiers including Social Security numbers (except the last four digits), financial account numbers (last four digits only), and driver’s license numbers. The responsibility for redaction falls on the filing parties and their counsel, not the Clerk or the court.
Public Records Act (RCW 42.56). Chapter 42.56 of the Revised Code of Washington provides a broad right of access to public records held by government agencies, with exemptions for certain categories of sensitive information.
Records that are not publicly accessible in Snohomish County include:
- Juvenile offender records (restricted from publicly accessible websites under GR 31(d)(2), though viewable at the Clerk’s Office)
- Sealed or expunged criminal records
- Adoption proceedings
- Mental health and drug treatment court files
- Certain domestic violence protection order filings
- Individual juror information beyond the juror’s name
- Records restricted by court order under GR 15
Any person denied access to court records may seek review. Courts may adopt local rules under GR 31 to further define access procedures, provided they do not conflict with the statewide rule.
